As a minimum a prominent notice should be posted at the lodging that the place is unlicensed and anyone staying there does so at their own risk! A similar notice should be posted on all travel agencies' web sites that book for these hotels.

In fact there exists now potential shared liability by the State, Province and city to tourists who unknowingly lodge in those unlicensed places as a result of published recognition for these unlicensed lodgings that shall continue to knowingly operate illegally. 

Nice idea - but that is farang thinking! Not acceptable in LOS :sad:

Instead of a blindfolded lady holding a set of scales, it would take a few cranky blindfolded khun yai with big Thai brooms.  Then make yet another monument of them this time for a job well done with the new Thailand 5.0.  But even that is not 100% because the years of spider webs and furniture dust would be left undisturbed.  Then it will start all over again with just a sneeze.
