It's usually that seat, or get off.

Well, in that hypothetical case if defective seat belt  and no other seat then hypothetically  I'll demand a cash refund. Then I'll get off along with pictures, bus #, driver and attendants names and a promise to complain to company, DLT, and police. Or simply refuse to get off while I call the police. 

I'll deal with it when it happens. Life is full of possibilities.
