To have full control and for dictatorship to succeed one must control all areas of enforcement , police and army. problem is that Big P does not understand that to control police he needs to “buy” them not reform them. Russia is a perfect example of how to get full grip. Putin raised salary, almost doubled for all police and armed forces. He gained their full trust and support. Big P, has been buying toys for the army but nothing for the police and now he wants to reform police . No attempt is made to lower the daily death total on the roads; instead they write out meaningless tickets for petty traffic infringements as a money-making exercise. Efforts to micro manage seems to be very in vogue for the new order of world leaders who hail from backgrounds such as army or real estate hustling. They possess very little knowledge of politics.
