Nothing prevents (or has prevented) the DOJ from launching an investigation against Biden in the USA, following the established legal procedure, and then from asking Ukraine to cooperate. 4

And coincidentally it's another change that helps facilitate the whistle blower complaint. As of today there still has not been any explanation as to why the whistle blower complaint form was changed. Why? They obviously changed the policy because they had a reason to do so. All the agency needs to do is to make public that reason. Putting off a disclosure may mean they don't want that reason to become public. 1 1
