PPRP, Democrat hold talks with coalition parties supporting constitution amendment committee head

 

   

BANGKOK (NNT) - Palang Pracharath and Democrat parties have confirmed that they will nominate their own members for the chairmanship of the ad-hoc committee on constitution amendment. The Democrat Party Leader passed the matter to the coalition whip to find a mutually agreeable conclusion. The two big parties have been lobbying other coalition parties to vote for their nominees.

 

The Deputy Prime Minister and the Minister of Commerce Jurin Laksanawisit, who is the leader of the Democrat Party, confirmed that the party will nominate former Prime Minister Abhisit Vejjajiva as chairman of the ad-hoc committee being set up to review criteria, regulations and guidelines for constitution amendment, with the Democrat Party chief whip, Chinnaworn Boonyakiat, to seek the support of other government coalition parties.

 

Meanwhile, the Palang Pracharath Party will be nominating the Deputy House Speaker Suchart Toncharoen, and another person with the initial ’S’, for the same position. This has caused an issue which must be resolved through discussion. The party stressed the establishment of this committee is not to delay constitution amendments, but to comply with a requirement in the current constitution that any amendment must be approved by a majority vote in parliament, which must include no less than 20 percent of votes from the opposition, and one third of the Senate.

The Democrats don't REALLY care about amending the Constitution, they will take their swill and just let it grind on, giving the impression they are all for it, but oh their hands are tied, things move slowly etc etc....

An issue that some politicians and academics have argued is the need to amend the constitution if the former region of the Kingdom of Patani were allowed semi or full autonomy for domestic self government to resolve the Muslim insurgency. The Thai military has said that will never happen and even the mention of such proposal constitutes sedition.

But such measure may not be necessary per se.

The Philippines was in a similar situation with the indigenous Moro Islamic insurgency.

Use of organic laws in Thailand is a common legislative action that serves in effect to further define and detail the provisions set forth by the constitution without formal amendments to the constitution, albeit requires final approval by the Constitutional Court. In the run-up to the 2019 General Election the NLA and Election Commission colluded on passage of several organic laws that had constitutional authority without amending the constitution. There's no reason why Thailand can't adapt Philippines' approach to resolve its own insurgency issue. Furthermore, it shouldn't be seditious to ponder passage of an organic act. 

That "one third of the senate" is gonna' be one difficult hurdle to overcome.
