OK, but an obvious big picture question; why is this applicable to Phuket only?

 

Driving laws in Thailand are national laws, all aspects of these laws should have national application. 

 

Another example of lack of basic knowledge by the powers that be, so sad, especially in terms of improving the overall attitude to serious respect for and application of any / all laws.

Wow, I would go through a ream of paper everyday writing down traffic violations, with the Barht so high I can make some serious money on the side without telling my pension fund.????????

It can be difficult to get photo of license plate because so many Thais paint them white so they are not readable.

Would it not be easier to report the legal drivers and fine everyone else.

So your going to have people riding on a bike or driving a car and trying to film someone breaking the law while they are themselves breaking the law ! ????
Not to mention the amount of armed or tooled up people who will take offence to being filmed and start on the person filming .

Congrats! Great idea. Must be implemented in Pattaya soon. Will bring in much more money than in Phuket and help the community here.

Why not stop them? Noise terror by manipulated exhaust engines e.g. can, in my understanding, be considered a threat to the public and thus allow a citizen's arrest.

I'll report the Mercedes, BMW, and other top end motors.
