You can only get one on departure from the country.

It should still be available 24 hours a day or at least when flights are departing.

That is (i.e., was a year or so ago) variable according to which passport control you use.  The booth is also accessible from after passport control if necessary.

In these uncertain times once you are sure that you are leaving just pop into your local 

& get one. Nothing worse than to be ready to board & the office at the airport is closed

Well I have been told it's always open . Where to get the actual info

Both Suvanaramburi and Don Muang airports are both open 24 hours.

If you’re leaving Thailand from Suvarnabhumi Airport you might want to get there at least three hours before your flight, as the process could take you up to 45 minutes. The re-entry permit counter is located all the way your left in the immigration departure halls. It’s open 24-hours a day.

In current times you might need to alert immigration of you intentions. Most likely reentry permit/overstay office is unattended. They will be along

Where do you 'alert' them if it's before going through immigration?

I just meant any staff. Clerk etc. Like the ones that check if you have departure card etc

I'd certainly get it at the Immigration office. If I left it to get at the airport instead, I'd be terrified of missing the place where you do it and then you're screwed.

I got my re-entry permit today from the immigration office today, very quick and straight forward.
