I went to driving school then got a certificate need to exchange with real Thai driving license. However , DLT office closed just before getting my certificate. I want to know if police stop me and ask for license, can I show that certificate and asking for excuse. 

   Another question is I also want to buy a car, but I need to do owner book transfer within 15 days according to law. As everybody know, every DLT office closed. Dose anybody know or purchase a car during this period. How to change ownership name?

What I would do is go to the police station and ask the police. 

Secondly go the car dealership and they will sort paperwork out for you to own a car.

 

Thanks . First is not difficult. Second is difficult because I will buy from private owner. So they don't know either.
