All shops closed sounds like Bangkok or Pattaya?

Up here all photo shops open.

 

A mobile phone and a color printer will do the job.

 

And at least in Bangkok immigration they make the pictures when you visit them.

Most home quality printers for a few thousand THB, maybe with glossy photo paper, will do the job.

If you're in the Sukhumvit area, there's J. J. Photoexpress 1043 Soi Thonglor, BTS Thonglor Exit 3 (right under the station on main Sukhumvit).

 

It was open when I took immigration photos there last week.

All shops are not closed!   Certain specified types of businesses are closed.
