Start checking the RTP as they have a key role in the drugs and the dealers. I know that a dealer is getting away  with it every time he is caught for 10-15k... and he keeps going on .. Never understand why the police let him o and not bring him to court. I know corruption, but still why has the police this power

No, it was not a lack of brown envelopes.  It was getting caught on camera that toasted him!

By someone who thought how can we line our own pockets by making it look like we are actually doing a good job catching criminals ! ????

Unfortunately over time the people have realised the police are doing it for cash incentives and not for the benefit of the country’s safety .

Not to difficult to understand why they let him go each time, considering you answered your own question...

While setting a quota for next year is odd enough - if they hit their quota in June will they stop their efforts?

 

This incentive scheme is what got Giuseppe Ferrari in trouble - reward on repo of illegal supercars.

 

In normal times the Thai mafia just shares the profits with the government/military/police. My guess is that this is just a stunt to jack up the protection skim from 15% to 25%.

More likely a combination, not enough flowing upwards sorted by a covert video, unfortunately that killed the golden goose - just shows some people aren't that smart.
