It would perhaps prove more effective if the owners of companies and taxis were liable for heavy fines if their drivers committed any road traffic acts. Immediate 12 months ban for 1st offence of no driving licence or insurance. 5 year ban for 2nd offence, if caught driving whilst banned a cheeky little 6 months in monkey House and 10,000 fine. If by some miracle the RTP were able to instantly start policing the roads as they currently do in the West, Thailand's logistics economy would grind to a halt before breakfast on day one. But they want to be "seen to be trying" to make things better, not actually make things better - anybody whose been here for more than 30 minutes knows that everything is a charade and for the sake of the show. Only in Thailand (cuckoo land) could the "powers that be" sanction convicted taxi drivers with up to (3) DUI convictions, to ferry tourists around...
