Just checked on Kasikorn website and there it sounds like they can unblock the card.

No mention of a fee.

You can request a new card code at any SCB branch. Please bring your card, passbook and I.D. card. 

So what you were told at Bangkok Bank sounds unique.

You used to be able to do that, but most ATM machines now automatically guillotine the card if retained.

When i clean forgot the number i never tried using the card as i knew if i was wrong on the third time i would loose the card .

When i used the wrong card i had tried twice and on the third try the card was retained .

The practice of charging for getting your card back seems wrong  what ever the charge .

They're not charging you to get your card back, they're charging you for a new card.

Yes , that maybe a better option . But you could forget the code for that too .

Not a good idea to leave pin codes hidden somewhere on the phone .

A friend had her phone stolen . The thief looked through the phone and found her pin number and then of course proceeded to remove cash from her account .

Krung Thai Bank ATM once took my card, I went inside and asked to get it back. "Sorry can not, we open ATM once per week, come next week please".

Came next week, "sorry we destroy your card, please get new card". At least it was free.

Jeeze , its not the amount of money . It is the principle .

After reading replies i can begin to see they can not trust the people collecting cards from the machines .

Therefore you must have a new card at your own expense
