Inform the Thai authorities which makes the fugitive an illegal immigrant. Now, instead of clocking overstay he then is extradited on a "laissez passer" being a "one-way/one-trip-only" identification paper for a repatriation back to the UK. These passports have easy access to USA, Schengen, Commonwealth countries etc. So when doing a crime, you just need to make sure it's enough to buy that one lol. You have the opportunity to defend yourself when you have been served, it is your own responsibility to make sure you show up. Many who fled here think that their debts are forgotten too, not knowing they have been convicted by civil court already, and it just waits for them to one day return / show up.
