She could have written "long live Putin" and still commit an offense (likely civil). Freedom of speech here does not apply. That said, the ICC did launch an investigation into alleged war crimes and crimes against humanity carried out in Ukraine by Russia, and issued arrest warrants against Putin and another Russian Federation official related to unlawful deportation of Ukrainian population, etc. No amount of public support or disagreement will alter either action. Actually Ukrainians are free to say whatever they want about Russians here and Russians are free to say whatever they want about Ukrainians here as well. However - graffiti is vandalism and is extremely disapproved of especially on Thailand's cultural and tourist sites. So Thailand isn't impeding "freedom of speech" but they are enforcing their laws against vandalism - as the should. The idea being to alienate supporters of Ukraine by showing that Ukrainians are natural vandals and insulting the host country. I wonder why she is here in the first place. I thought that no Ukrainian under 60 was allowed out of the country. Russians are masters of deceit and disinformation and are very good at campaigns to discredit opponents. This isn't LA, Chicago, or New York and I think the Thais want their country graffiti-free regardless of the message. It's not the message! It's the act (and an act of complete disrespect to Thailand) which is a crime. This is one of the first times I'm seeing AN members of the expat community advocating for the commission of a crime as long as the message is "correct" in their own minds.
