Hard to believe he would fly to Phuket just to open a piddling little consulate. More likely someone much more important to sit down with ... Prince Andrew perhaps?

 

And being greeted by the DepGov of Phuket is scarcely laying out the red carpet! The Thais could scarcely be less forthcoming while maintaining diplomatic relations.

Maybe he is here to ensure fair play in government house this week  or if there is trouble on the streets he will give his advice how to sort it out, ruskie style.
