He isn't the Top cop, if he was wouldn't be flying around taking on cases that are generating photo ops. Photo ops is defined as marketing promoting " The Face " which seem to be the agreement that was made in his return. To think he has made constructive policies that are permanent and effective not in my book. Just a show as something being done just a Big Joke, part of the art of war philosophy.
