I know it was a good question.  My best guess is that the phrase "Most civilian countries" is meaningless nonsense.

Why would you need to "best guess" the content of your own comment?

When speaking on behalf others, it will at best be a guess! 

 

What is a civilized country to you? 

 

For me, it is a country where minors is protected from abusers, and where kids and young people can grow up in safe environment, without pressure to be used by any authorities, or those who can execute power and influence their future negatively.
