Is it possible to collect my passport from a post office

Not sure if PO Boxes are available at the Thai Post Office, but I recall seeing a private mail delivery box in Pattaya, so that might be an option.

Yes. From AI.....

"Yes, for U.S. passport renewal via the DS-82 form for U.S. citizens residing in Thailand, a post office box address is acceptable for the mailing address"

Also it's possible to have a PO Box.

Vaguely recall 500b/year.

Out of interest how do you plan to travel without current pp.

The existing pp is part of the application

I have two citizenships/passports. I plan to enter/exit Thailand as a Russian citizen, and renew my US passport during my stay.

Can I get a PO box in Pattaya remotely (online)? I'll arrive to Phuket in 3 weeks, then depart from Bangkok 60 days later. Ideally, I'd like to mail my application from Phuket, then pick up the new passport in Pattaya in 6 weeks or so.

Yes, you can submit by mail and make an appointment to pick-up your passport once it is ready.
You may include a note in your application package to let us know.

After making an appointment I dropped off my passport and application at American Consular Services in Bangkok on July 14. Received new passport today August 5. So it took 22 days soup to nuts. Although the envelope had some damage the passport seems ok.
