I don't know who is the Palmer report but this is likely the NY Times article by Ms. Maggie Haberman in reference:

No, Biden is beating nothing but himself and whatever his regime activist's cover for him. Biden's a total loser, losing out NONSTOP to the his deep state lawfare persecution (albeit failed) of MAGA Trump. LOL...Biden AND all his supporters are so pathetic.  Voters know and polls show Trump was a much better POTUS than the mentally challenged Biden.
