Meaning they are not careful.

What the heck was the truck doing?! Diagonally driving across the front of oncoming traffic lanes? That's not even remotely a righthand turn. I assume he was trying to beat the traffic, which is the norm here, but he can't drive across all those lanes at a 45 degree angle, effectively driving the wrong way down the road. The driver even completely missed the entrance to the temple and drove up on the curb trying to make it.

No it did not!!

 

It did not make any u-turn.

 

It cut across 3 lanes of traffic while continuing to travel in it's direction, against the flow of traffic.

I live on this road, and the U-turn to take is a few hundred meters along the road at the Navy stadium.

Nonsense.... they mostly have their eyes glued to a phone. They are clueless riders here!

There is no way this should be considered an illegal U-turn. It is cutting across 3 lanes of oncoming traffic plus a hard shoulder for a distance of around 60 meters, instead of going to the correct U-turn a few hundred meters along the road.
