I myself knew (dead now and probably isn't receiving SS 🙂 ) an individual that was receiving SS payments that from a dead person.   The proof of life is easily taken advantage of for expats.  How much fraud?  Not a clue but have a feeling it is far from inconsequential.  Should we not try to eliminate this fraud and try to determine the amount?  You seem to think the better solution is to falsely deny it exists.

As an expat, proof of life has to be given every year.  Or the benefits will be stopped, so maybe 2 years at most lost per expat receiving.

At the time it was 2 years if I remember correctly and I bet there are other means to take advantage of the system.  Lots of ways the system can be taken advantage of IMO.
