The real mayhem will be any immigration office on April 17th after they have been closed for 5 continuous days for Songkran!

The writer used the wrong word, of course. S/he was referring to the long queue, which probably meant s/he had to wait several hours before being able to leave.

No necessarily. 

The OP posted a pic. No explanation. Nothing.

At a guess perhaps que to opening time.

That can be similar to initial que at places such as CW. 

After which  things calm down.

Such Moaners don't understand that ten years ago you could be at Chiang Mai Immigration for a whole day to get served.  Thankfully things have improved a lot thanks mainly to when Big Joke got a grip of things.

 

Of course; there is still plenty of room for improvement but things here take hours instead of minutes, days instead of hours weeks instead of days, and months instead of weeks  !

They had already been busy before the changes that were introduced last year.

 

Those changes obviously mean two things:

 

Firstly, more nationalities qualify for visa exempt entries - and extensions thereof.

 

Secondly, many if not most of those who would have gotten a tourist visa before and would have gone to the main Chaeng Watthana office to extend are nowadays entering visa exempt and have to go to Laksi instead.

 

Mayhem? Maybe. Very busy, especially between holidays? Certainly.
