Local prostitution,  if conducted "non-promiscuously" (i.e. discreetly) is regulated under various pieces of legislation, so operates within the law.  This article is about arresting prostitutes for openly and "promiscuously", soliciting their services, which is illegal for both Thais and foreigners.

I don't know the exact numbers, but the vast majority of lonely male "tourists" come to Thailand for the huge amount of beautiful and young prostitutes at very affordable rates who can even eventually become their companions or wives. I myself had this exceptional experience!
These "sex tourists" spend a lot more money in Thailand than family tourists, and I'm not surprised that the government has created new visas that allow for longer stays for foreigners. Obviously, not to mention prostitution which brings a lot of foreign currency into Thailand's coffers while remaining a taboo.

Perhaps the police can focus some of their energy on real crime? 

Well you can not miss the Kenyan’s or Nigerians for sure. You have to step onto the road to get passed their huge fat asse’s 🤷🏼

Perhaps the Special Happy Affluent Guest visa may be attractive.

Simply apply for the S.H.A.G. visa and your good to go.

Surely that must have been a case of mistaken identity, thought she was Vietnamese or Burmese, but turned out to actually be Thai!   😄
