The root problem is the complete lack of a legitimate worker visa. • The Capitol Police Board initially decided against calling the Guard before the insurrection but did request assistance once the riot began.
• D.C. Mayor Muriel Bowser also requested aid from the National Guard. 

In summary: While Pelosi, as House Speaker, and then-Senate Majority Leader Mitch McConnell were part of the process through their appointments to the Capitol Police Board, they did not have the direct authority to deploy the National Guard. The final decision rested with the President or his designated representative within the Department of Defense.
