That's all a bit mixed up.
The Non-Immigrant O Visa is available from your home country and many people have obtained it before travelling to Thailand. The Tourist Visa is not a Non-immigrant Visa and allows a stay of 60 days (extendable). Visa on arrival is for 15 days.
I think the route you're pointing people to is to arrive on a Tourist Visa and switch to a Non-Immigrant O visa whilst in country. That visa would then be marked used and would give you 90 days, which could then extended for one year. At the current time, with Visa Waiver being 60 days (the same as a Tourist Visa) there's no real point in getting one.
