It's lower because of global oil prices, it's an external cause. Food inflation is already higher.

Another point is that there has been so much TACOs that some products have not been taxed, or taxed at a lower rate than initially announced. I appreciate that you are   referencing CNN, but I would not call the undertaking with China a trade deal. The USA lost access to Chinese  rare earth and  the US manufacturing sector would have started  grinding to a halt as the rare earth exports  stopped. So, the USA and China reached an interim understanding. China is just biding its time.
