DC is Federal land. Consitutionally protected and unique as a city area that cannot be controlled by State governors to prevent state interference in Federal governance. In short, DC does not have a governor. 

 

Every other city is the responsibility ultimately of state governors. They all have the ability to call out the national guard or to request Federal assistance.
