No the WSJ did not "retract its report" on the bullets containing ANTIFA and LGBT messages.

Even an expert at that range, with the possibility of body movement, couldn't be certain of a neck shot. How would he know if he wore a vest at that range? The bullet hit the top of the vest and deflected into his neck, as that Youtube video I posted shows. He might have aimed at his chest and hit the vest/neck area, especially if he was just an amateur shooting. Hitting the neck isn't an easy shot in any event, besides from an expert shooter at a stable target. Why not shoot for the head if you're capable of a neck shot, which can be off a couple of inches and not kill? Again, all just guesses until we see him caught, and if he states why. He obviously didn't want to be caught, unlike trump's shooter.
