I don't live in New York.  Those New Yorkers who want to leave.  Leave. It's the same I as said for those who claimed to want to "leave the US because Trump was voted into office."  How many people saying they are going to leave, actually leave.  My guess, a small minority.

The thing with the US is that there are so many cities in other states that are way more attractive than NYC state... and the wealthy and job creators will just relocate. If it was me, then I'd relocate to Austin in Texas etc. where there are no taxes... Duh!
