Need dog control in the villages desperately. People let their dogs run loose. Barking and fighting day and night. And, passing on Parvo among other viruses. This year I've seen at least 5 dogs within a 1/2 klm area die  from disease.

There is a Facebook group dedicated to thailand dog attacks & it is horrific , and not including the dead from attacks.

Maybe you should take a look at the hundreds of victims...

   I would love to see something done about the savage dogs here, not just the strays. It has been my experience that most of the meanest dogs actually have owners, they just leave their gates open and sometimes even shut the dogs out. I used to go for walks and ride my bike, but the dog problem has become so bad in our neighborhood that I can't do so safely anymore.

An older Thai lady on my street was a stick waver. It didn't do any good and she gave up walking. There's a pack of five dogs and it doesn't work.

The soi dogs in the street outside my mooban have all been neutered by the BMA. (Wish they'd get around to the adults.) I hate dogs. But these dogs are the most polite possible for the species. Never a bark, no aggression, they even go through a fence to p*ss and crap on some vacant land. I wouldn't humour them with grub but they're tolerable, even to a dog hater. (No, I didn't mean Soi Cowboy.)

It's been my experience that sticks only keep certain dogs away, I have been surrounded by a pack before when I waved a stick at them, the only way I could keep from getting attacked was to put the stick down and back away. They became much more savage when I waved the stick at them.

No matter what they say or what laws or regulations they make.  People who own dogs and let them walk free around the city will never take the time nor spend the money to microchip the dog. They would never implicate themselves as owners with the chance their dog bites someone. 

The city should instead take the initiative and check and microchip all dogs seen walking around without an owner present. 

No thai would take responsibility for their dog attacking another person unless they are forced to with proof that dog is theirs.

Spidermike007  has it in one!  This should have been dealt with a long time ago. Thailand is backward on this issue.  Similarly all dangerous fighting dog breeds should be banned in Thailand,

I am sure most people would agree thats not very clever training your dog like that if its roaming free and interacting with strangers!

Of what practical value would micro chipping stray / roaming dogs  achieve ? It may provide a more accurate count but do nothing to create associated responsibility by "owners".

That it has taken a long time to potentially enforce has at least also provided sufficient time for those who are willing to claim ownership to take their own actions.

With 50,000 microchips available that surely is sufficient for those "owned" out of estimated 100,000 on the streets.

Concerns by those opposed citing lack of appropriate conditions for possession of dogs indicate the very reason why so many dogs are on the street rather than supporting the overall benefit to both the community and the dogs in terms of living conditions.

I can understand an unstated concern that unchipped, unregistered dogs may well become candidates for removal but why should city streets continue to be an open urban dog pound with the associated risks so often experienced ?
