I caught this from opposite the entrance to Soi 10 after walking off a hangover when we were down that way in August. It'd be a bit slow all the way to Cha Am though, but cheap as chips. No, the mini buses that operate the route Hua Hin / Pran Buri - Victory Monument in Bangkok. You can stop them and travel short distances too.
