Yes, you suppose to be fully dressed.

Without a winter jacket, they rarely go to the beach, and long jeans and t-shirt is the bear minimum if you also want to "swim".

The only exception those naked go-go girls, but judging from police reaction, that must be probably urban legend only...else they would not worry about some farang in baiting suits.

At least in the second photo he has the modesty to cover his nipples so the BIB can't charge them like they did that good time girl a few years ago in Bangkok who danced without her top on in the street .
