I wonder if this is a neutral problem as this is a 3-phase installation.

If the neutral is open or high resistance somewhere there's no issue if the load is close to balance.

But if one phase is lightly loaded the neutral will tend to pull towards the more heavily loaded phases increasing the voltage on the lightly loaded phase with predictable consequences for whatever is on that phase.
