In-line regulators.

Trying to find an in-line 15 PSI regulator that can be fiitted into the usual blue pipe used here. Local water pressure is up and down all the time.

If you are talking the "local water pressure" as in the pressure of the lines that feeds your residence "without any pump involved" then you are lucky to have that much pressure.   And you probably know this but a water line regulator will not increase the pressure to 15psi if the incoming pressure is less than 15psi. 

 

If you are talking the pressure feeding your residence that is coming from a pump, then you will just need to buy a constant pressure pump.

At times the local pressure can exceed that. Couple of neighbours have had joints blow.

At the moment I use a storage tank and pump but want to have a direct link with a max 15 psi and if needed switch to the pump when the local supply drops too low.

I would just visit HomePro, Global House, Thai Watsadu type hardware stores.   If you find a regulator, getting adapters to fit to the blue PVC pipes will be a non-issue as plenty of such adapters are available at hardware stores such as the ones mentioned above and local mom & pop hardware stores.   Maybe visit any shop that specializes in selling water pumping equipment.

You need a water pressure reducing valve.

They exist in different pressure ranges. You can set the suitable pressure yourself.

You will require to install an additional pressure gauge if you use a PRV without pressure gauge mounted on the body.

You can find them locally or by mail order.

Are you serious or running water in electric conduit?  15psi is a dribble.  Lowest acceptable city water pressure in USA (where PSI is used) would be 40 and most places will be about 50 psi).  Even country wells will have to provide 25-35 psi to be considered usable by most of us.

 

Here in Thailand I normally run 4 bar (58 psi) and do not blow any connections (although admit have in the past as most work at corners is guess and let the sealant hold together if too short).

Agree with the above, 40Psi is the standard house supply pressure for plastic pipe work you may find copper tube fitted houses with slightly higher than this but doubtful in Thailand
