Justice Ministry deputy permanent secretary Tawatchai Thaikyo on Monday urged police to take action against the parents of a 13-year-old boy whose foot was torn off in a crash on the “big bike” motorcycle they bought him.

The July 6 accident in northern Chiang Mai province was caught on video that went viral and drew the ire of social-media users.

Tawatchai said the parents’ purchase of the high-powered motorbike for their son could be regarded as a violation of the Child Protection Act, since they were in effect inducing him to behave riskily.

Criminal charges, if laid, should not be regarded as compounding the family’s agony, he said, but rather serve as a caution to others. Parents must not put their children in harm’s way, he said.

Tawatchai said the boy also had to be held accountable because he caused the accident in which other people were also injured, on top of riding a motorcycle while underage.

People must be over 18 to obtain a driving licence for a motorcycle with an engine above 110cc. For engines under that capacity, a 15-year-old can get a licence.

The boy in this case, whose name has not been released, was allegedly driving his ZX10RR 1,000cc motorcycle at high speed in front of Sri Arun Plaza Market in Chiang Mai’s San Khamphaeng district.

He crashed into a second motorcycle carrying two elderly women, both of whom were injured, and a private car.

They have to take some responsibility for their stupidness in buying

their 13 year old son,a high powered motorbike, a large fine,as well

as having to pay for the care of the injured people and damage to

the SUV, that's going to hurt them in the pocket,as he was not

insured ,maybe other parents will learn too,as he is not the only one

that should not have been on the road, very lucky nobody was killed.

All of the above should also apply to and be served upon the so called "High-so" society but with higher costs so the financial impact is felt.

It says in the first sentence that his foot was torn off!

The parents should indeed by punished for facilitating and encouraging their 13 year old to break the law!

Almost as irresponsible as buying your underage unlicensed teenage daughter a car and letting her drive it around and knock a transport van off the express way killing a dozen or so. But they weren't punished in the slightest, and their daughter got a slap on the wrist which she wined on about being unfair.  So don't expect much to change.

The parents are accessories to causing this accident.

If it was in the US and someone had been killed, it's likely or at least possible the parents would be charged as accessories to murder.

Probably likewise in many other countries.

Everyone injured in that accident should be able to sue the parents for a lot more than the medical costs.

Nobody would be charged with murder (or attempted murder) in probably any country for what happened here, because people are only charged for murder if they intended to kill the other person. I'm quite sure the driver in this case here did not want to kill the other people.
