Given that much of U.S. assistance to Ukraine disappeared into a black hole due to corruption wouldn't it be plausible that he withheld aid from a newly elected Ukrainian government, which ran on an anti-corruption agenda, until he was satisfied that the new government was true to it's agenda?  If you don't know it Trump does have that responsibility.  Or do you expect him to simply willy-nilly hand over tax payer funds to another possibly corrupt government?

I have no idea how you can interpret it to be wrong.  Care to point out specifically what is wrong about it?  Easy enough to say, "Well, I just think it's wrong," and leave it at that without providing any rationale as to how you reached your conclusion.

 

In any case, Congress has the power to approve funds.  The President has the ultimate authority to release funds or not.  Nothing wrong there.

 

As to your misinformation that Trump was interested only in Biden I suggest you go back and reread the call transcript.  From the top of page 3:
