I remember the music scam and a few others,I know about the smoking ban near the beach and fine.now this maybe the new one in town.leaving a bottle at 4am on the road are they watching and waiting to collect off the farang as usual.is the license check at the police station still happening.i bet it is pay just there,no thai license helmet maybe or international license please pay. Tourist beware

There's a difference between chewing gum & being fined for some invented offence by Pattaya's bogus officers.

I can cite two instances of farangs who no longer come to Thailand because of their specialist treatment from Pattaya Plod; one U-turned on Pattaya Tai; one filtered left at lights.  The first had his UK licence confiscated, paid his 400 then left never to return.  The 2nd handed in an International licence due to expire the following day after his regular 3 month sojourn in Thailand.  He has not come back and never paid the fine.

Now I'm a bit of a stay-at-home but if I have two cases from my limited circle, I am sure the more gregarious can cite more cases.

Don't forget the ripple effect; every farang who suffers an injustice will grumble about it via Social Media.

A very small % of the inordinate number found 'guilty' by Pattaya's racist cops.  I drive through a bandit post near the Ambassador three days a week.  Because my windscreen isn't blacked out (I thought this was illegal but plenty drive by) my white face means I am pulled over 66% of the time.  All my papers/licences are in order and now placed on the passenger seat for these journeys.

Whilst great fun to shake a stick at the Israeli. I recall It was almost ten years back the plain clothes whatevers had an old aussie couple up against the rail out by MBK, siam square. They were scared too. The crime; dropping a ciggie butt, of course no ashtrays up on the walkover. The undercover squad hovered about seeing if a crime would be committed then pounce, extort. Behavior like this is why western tourists are not coming back to Thailand. High Baht sure, but years a scamming takes a toll. 

 

He should have simply refused to pay., picked up his bottle and walked away. What were they going to do, arrest him and put him in a cell at City Hall??

I view the Israeli as being grossly negligent. I, and I bet many others, have carried my refuse all the way back to my accommodation if there was nowhere to dispose of it (most often the case).

 

 

I think you need a reality check. Grossly negligent might be characterised as running someone over when the light is red for you.

 

Someone placing a beer bottle on the ground, in an entertainment area with no allocated rubbish bins, can hardly be described as such.

 

It's not as if the bottle will ever enter the food chain, like plastics and cigarette butts. 

 

This was a minor mistake and certainly not worthy of a fine. I request that he go back and pick it up should have been enough.

 

I certainly would not hand over money to a City Hall operative, nor an actual policeman, in the street.

 

Worst case scenario, request a ticket that you can pay at City Hall when open. Record the conversation. If they refuse to give, walk away.

Five seems about right to me. One to nab the perp, one to issue the ticket, one to point at the crime scene, one to take pictures and a supervisor to collect the cash. Besides, there wasn't a place to park a SWAT vehicle.

Do you see that attribute in everyone who leaves litter somewhere? For example the Thai construction workers who fly tip by the Cassava fields?

Locals wouldn’t pay such a exorbitant fine cash directly to a bunch of undercover (cops) in middle of the night in a street.

More easy to take a tourist who knows nothing where to complain  and has no Thai language skills.

So agree with your last paragraph.  My children were brought up like my parents taught me not to leave litter.  Years ago on holiday in France I remember my daughter carrying an empty sweet bag for about an hour 'till we came across a bin. I didn't let her know that I knew she had the bag just to see what she did.   When she visits again next year , will ask if she is still ok carrying stuff about but if she sees the stuff dumped along here through the rice fields it may be a lost cause.

In the UK fixed fines for littering are up to £100 (depends on the local authority), if taken to court could be up to £2500, he was lucky and should stop whinging...

Im the israeli that got the fine, i have few things to say.

I walked the entire walking street and didnt found 1 bin to put it(all the 7-11 bins are full)

I didnt put the bottle on the floor, i put it in a abanded table that had more empty bottles of beer on it!

The 5 thai people told me that if i wouldnt pay it on spot they will take me to the police station for all night, so I had to borrow money from my friends to pay it(didnt  had enough on me)

They never gave me any receipt for the fine, they took the money for themselfs.

After i went to the police station the told me thay i got scammed and they will help me to get the money back.

they held me in the police station for 3 hours without telling me what is going ti happen, put me in a room with more officers (half of them were sleeping) they watched tv, laugh and spoke only thai.

After 3 hours i told them that i dont want the money just let me go, they said so you admit you did it? after hours of telling me that is a scam.

Im not proud of putting the beer bottle there, but that was too much. 

I love Thailand and that was my third time there, and 1st time in Pattaya.

the people in pattaya are not friendly and the police there the worst.

I will come back to Thailand, but it was my last time in Pattaya.

There are so much beautiful places with nice people in Thailand.
