In most cities and big towns here are shops which specialise in complete engine strip and rebuilds and if they cannot get the spares they can also make them in house or they know of another specialist shop that can do it. Now I'm not advocating martial law or repression, but I'd rather see these trucks back up & running ASAP, because if they don't have water to shoot, they'll go back to using bullets.
