Don't 99.9999% of people have phones / tablets or laptops now to take care of most things?

What hash??? chance would be a fine thing.

There is an internet cafe on south Pattaya Rd between Friendship an Tukcom close to (ex?) Kasikorn bank.

Would be surprised if they don't offer the service.

There's still an Internet shop on Soi Post Office, (13/2) down before Beach Rd. 

Some 7/11 have print and scan service. Some people use USB-sticks but I would not be surprised if you can also use WLAN or email your document to that device or a person in the shop who can put it on that device.

Loads of places on Klang between 2nd Rd and Soi Buakhao.

I think you can even do this at the post office.
