Don't know about Jomtien but Asia Books on the 3rd floor of Central Festival Beach Rd has a good range of new books. A bit pricey.

Canterbury Tales on Soi Chaiyapoon (Soi Pothole) off Soi Buakaow have thousands of 2nd hand books, condition variable. They give credit for books returned. Nice coffee there too with attractive "scenery".

Canterbury Tales on Soi Chaiapoon for second hand.  HUGE selection.

Connect to a library in your home country and you can download books for free….you may need help from a friend in your hometown, but pretty easy.

Asia books at Central for new releases and Canterbury tales for second hand.
