The gang was revving engines, sounding horns and driving in a negligent fashion. Checkpoints were set up by Pol Maj Arut Saphanon in Soi VC, Soi Yen Sabai and at the second road intersection in south Pattaya. The annoyance from the foreigners was happening every day as they rode their rented motorcycles around without a care in the world, said the media. Most were Kuwaitis and Indians. Ten were booked for not having licences, six for failing to wear helmets, four for not having documentation and four for not having tax. But it was most likely 10 as they said 10 people didn't have licenses (and you can't bust a passenger for not having a license). The ones confiscated were probably the ones without the proper tax decals (which would probably mean they also had no insurance). And these were scooters, not big bikes. Probably like those annoying kids with bored out mufflers that go screaming down the highway all the time (usually without helmets as well). 4 1

I think in this case we can assume they are all rented bikes with factory silencers, but, if you have a pack of them scooting around with continuous open and close throttles, then you have a lot of noise. These tools know what they are doing, but know the BiB rarely do anything, which is the norm anywhere in LOS... 3
