But commonsense would suggest that if a gunman cannot gain entry to the centre, then that must surely help. So fire exit doors only open outwards, only 1 entrance that is locked and monitored at all times, with toughened glass so that no-one can easily enter the premises etc. 1

The CCTVs will be broken, if ever delivered and the problem lies with the law enforcement on drugs, the law enforcement on guns and weapons as well as, first and foremost in such cases, the police recruiting incl. screening of psychologic ability to serve on the force.
