Firstly they have to issue a Red Notice through interpol. Then the country he is in has to issue a warrant for his arrest through that country's legal system.

 

There also needs to be an extradition treaty between Thailand and the country he is found in. Only then can Thailand claim him and send the RTP to bring him back to Thailand.

 

The system falls down if Thailand does not issue a Red Notice for his arrest, and it appears that they have not.

Apparently still working on preparing the red notice that must be in written in English, once that us sorted it will be full speed ahead (just joking).

Deputy Prime Minister 'Wissanu Krua-ngam' has clarified the process following the announcement of sentence reduction in the royal decree.

 

Former Prime Minister 'Thaksin Shinawatra' will be treated like an ordinary prisoner, with no further sentence reductions, signifying an uncompromising exercise of supreme royal authority. reported Daily News

 

On September 1st, Deputy Prime Minister Visanu Krua-ngam disclosed over the phone that following the publication of the royal pardon announcement on the official royal gazette website, which reduced Thaksin Shinawatra's sentence to 1 year, normal procedures would be adhered to.

 

Thaksin will be treated like any other regular prisoner. In case of illness during his sentence, he will be transferred back to the prison infirmary. If his health doesn't improve, ongoing medical treatment will be provided.

 

Once the announcement is issued in the royal gazette, it will be immediately enforceable, effective from the moment the decree is made public.

 

Thaksin can no longer seek further royal clemency, having already received a royal pardon, and he must serve the remaining 1-year sentence without the possibility of sentence reduction. This solidifies the assertion of unassailable royal authority.

Thaksin's sentence currently is one year. He's eligible for parole after serving a third of the current sentence, hence the four months.
