People, citizens, and tourists have limited time and money to spend. It might be better to promote individual provinces' tourism opportunities with unique celebrations spread out throughout the year. I can not imagine being wary of water throwers to drivers for 3 weeks. It also does not say if it will be a national holiday for those 3 weeks...
