The other thing to consider about countries above a certain latitude is... if a nuclear winter follows were the temperatures drops globally... the higher in latitude you are the worst off you will be. There is a story that when Trump was prez he asked an adviser "If we have nuclear weapons why don't we use them". Apparently asked 3 times from the media reports. Seems to have been repeated often if you google "Did Trump ask 'If we have nuclear weapons why don't we use them' " but all the references seem to be from the same source. So who knows? It's about Russians that survive ( or rather don't survive ) in the deepest bunkers. Best movie I saw about it was Testament. Very harrowing and realistic. Sad too. NZ is part of the "Five Eyes" spy programm so may well be a target, and if you think Australia would be safe they also are part of the "Five Eyes". Though you are likely correct, there is another potential scenario which is that nuclear winter does not happen, but rather we have a complete economic meltdown which results in total anarchy, and the disintegration of most governmental apparatus.
