That may be true but most I see have been painted over with dilated white paint wash

Most of the washed-out plates I see are from the year of the defective plates, I have not seen any plates painted over. 

 

The annual registration is in the windshield, and if you let that expire, at least in Bangkok, you will be stopped at some point. 

 

If the police could shake you down for washed-out/painted over plates, they would be.

What year was that? I see a lot of newer cars with these plates.

2014. I do not see them on any newer cars.
