You may possibly be correct, or just as possibly wrong.

What puzzles me is, if mentally ill how did he get the funds to come here and how did he have the mental capacity to organise transport and accommodation.

If a long termer here he would know his way around and be aware of all the alternatives there were to his actions.

Many logical responses to my points I am sure, and no doubt people to explain them to me.

Landlords are just doing what the market dictates: if they think there is more demand than supply they raise prices. If and when they realize there's no demand at those prices they lower.
