So even if in a hospital and after footage gone around the world and viral videos , the RTP state they cannot proceed until they get a formal complaint. The police are worse than the Keystone Police , whose bumbling efforts poured scorn on Law Enforcement in the USA. Now Thailand has its own version, called the Royal ( I will do nothing unless I have to ) Thai Police . Any foreigner hurt who does not immediately report the matter to the police will get NO JUSTICE  !! Even if lying in hospital on life support !!

Clearly the police are not pursuing the fight because the alleged victims have not raised concerns. Have you never heard the statement "the victim refuses to press charges" in the west for minor altercations? The police see it as a run of the mill fight with a bit of kicking. Everyone got paid or payback and the matter is resolved unless someone makes a formal complaint. Happens in the west all the time.

 

Now of course if there was a death or serious injury the police would investigate. Do you not see the difference in your statement?

 

Now, if the white shirt guy is in a coma, it should be reasonably easy to identify the hospital he is in. Has any press released a hospital name? if the white shirt was dead, the embassy of his nation would need to informed. Simple freedom of information request gets that information. But has that death been reported in the press?

 

Just idiots on social media and places like here with less than half a clue claiming hearsay and loss of translation as fact. Seriously, some regular posters have the comprehension of a child.

Nobody in ICU, nobody dead, the three of them walked away from the melee under their own steam!

It is exactly the same here in Thailand, but as yet, no complaint has been made therefore no charges.

And you might perhaps be under the impression that this would thereby provide the lubricant for the wheels of justice to turn? Afraid we're in Thailand - the wheels have been welded in place.

 

The only possible outcome that would cause police to do anything about this would be for the person in the ICU to recover, make the charges, and then the men would be reluctantly arrested and charged. They would be subsequently released on bail, with an eventual notification that they should show up quietly at court. Unless the ICU fella decides he loves it here so much that he's willing to stay indefinitely and assign someone to sit daily inside the Pattaya courts, they'll whisk the lads out the back door with the case dismissed before it's even brought in front of a judge, with brown paper envelopes passing from bar to plod and all happy about the outcome. Oh, other than the poor fella in the ICU. But then again, stupid to argue bills in girly bars, only one likely result and this is it.

The onus is on the owner of the car making a theft report or an investigating officer IO being assigned by his superior after the cctv was viewed for the case to become ‘alive’. This being Thailand , it depends upon how much damage is done to pattaya’s reputation as a family resort city.  Better to just let any red light night club brawl died down quietly than to prolong it in the public’s eye.  The mayor may not be pleased.

You are misinformed.

In cases where the person can not file an official complaint (eg.: death of the victim), the court can act on their behalf trough the public prosecutor.

No, there isn't.

 

It's mentioned on the previous page that video exists of them leaving the scene and reportedly later on crossing Pattaya Klang under their own steam.

Went there once with a couple of mates, the music was so loud we didn't even finish our beer before check binning and leaving...

The video in question was linked to by LennyW on this page and shows the 3 guys leaving the scene.

They need an "affray" offense, but I don't think that would be compatible with Thai culture.  Things need to be solvable with a wai and some compensation.
