you asked another somewhat paranoid poster why they thought he might be problematic for foreigners and I ventured a possible response.

Same way it did before he started the job.  He isn't there anymore, he was removed from his post in immigration   hence they are back to their old tricks

I think four members of Hapkarn's gambling cohorts, in this latest "Minnie" case, were heads of provincial immigration offices.

 

And Hapkarn was sacked a few years ago for the Tuhao mess, which involved over one hundred immigration officers selling visas to Chinese ganglsters.

 

 

 

If anyone thinks Hapkarn did a bang-up job at immigration it would be wise to remember that most all of the senior management NOW did report to him in the past in that organization.  

 

 

Yes, he did get rid of the tip-jars. Bravo.

I don't recall anything changing while he was supposedly in charge certainly not in Chiang Mai, each region appears to run it's own race and make it's own rules.
