You might be right about Trump and ‘on substance’.

No this:

"So, she just started by saying she's going to do this, she's going to do that, she's going to do all these wonderful things. Why hasn't she done it? She's been there for 3 1/2 years. They've had 3 1/2 years to fix the border. They've had 3 1/2 years to create jobs and all the things we talked about. Why hasn't she done it? She should leave right now, go down to that beautiful white house, go to the capitol, get everyone together and do the things you want to do. But you haven't done it. And you won't do it. "

She’s not the President, she doesn’t decide current policies.

The Vice Presidential Office can have massive power, as Dick Cheney showed when he led America into the Iraq war.

Kamala Harris is just not very active.

Springfield Police Chief Allison Elliott confirmed that Thursday’s threat targeted City Hall and other buildings in the city, including an elementary school.

And Biden is to smart to be lied to, unlike Bush. Then again Bush is invested in Carlisle so he wants to sell bombs too.

That was not a debate. Harris failed to describe or argue for any of her intended "policies" in any detail at all. Still nobody really knows what she might do if she wins but with so much missing, undecided voters will be a lot more wary of her than Trump. If she wanted to woo voters she missed her best opportunity, nationally. After concentrating on baiting Trump instead, many will see that she really has nothing good to offer.

This  assumes that undecided voters are primarily interested in policy details. In fact, many voters are also swayed by factors like personality, likability, and perceived trustworthiness. This would have been a shot across the bows by the Dems on the Republicans, but now Trump is running scared so does not want more debates or details shared. But you cannot believe everything he says.

The President sets the policy of the Presidency.

The vice president of the United States is the second-highest office in the executive branch of the U.S. federal government.

The modern vice presidency is a position of significant power.

The vice president is also a statutory member of the United States Cabinet and United States National Security Council and thus plays a significant role in executive government and national security matters.

Kamala Harris can't escape the charge that she has done little to put in place the  economic, immigration and other policies she supposedly always had as "values", when she has for almost 4 years been in such a position of considerable executive power.

Pence faced tremendous pressure to refuse to certify the result of the election. His refusal to do so was wise and courageous, had he refused things could have got very ugly.

He defunded Planned Parenthood, which was an excellent decision.

Pence had cast 13 tie-breaking votes, seventh-most in history and more than his previous four predecessors (Joe Biden, Dick Cheney, Al Gore and Dan Quayle) cast combined (Cheney broke eight ties, Gore broke four ties, and Quayle and Biden did not cast a tie-breaking vote)

Pence took a stance against the ludicrous kneeling in sports games. Very well done.

But yes, I take the point, he was also relatively inactive.

A lot of words that have zero bearing on the fact that the President sets the policies of the Presidency.

There is a clue in the name.

Trump Greeted by Crowds of Supporters in Philadelphia Ahead of Presidential Debate

https://www.yahoo.com/news/trump-greeted-crowds-supporters-philadelphia-011553045.html

Fact check: I paused the video and counted slowly. You can too. Not counting the cops but including the children, I counted at most 74 people in this shot. That's hardly a crowd. It's more like a staged photo op but keep trying....

or

I've had more people in my backyard for BBQ's.

Not only can I pronounce it, I can see it in black and white all over the US media, where they in all seriousness claim Kamala Harris won the debate. There appears to be a mass delusion under way among many in the US.

You have drunk way to much Kool Aid, and dont have a clue. Being you are not American makes it easy to understand.
